The PCR test result certificate provided by the passenger upon boarding the flight to Russia must comply with the following parameters:

The time of the analysis must be no earlier than 72 hours before arrival in Russia

The certificate must contain a QR-code (this rule is in force from 22.05.2021)

If this information doesn’t fit these parameters the airline may refuse the passenger boarding.

Indian citizens can enter Russian Federation territory only from the country of their nationality through air checkpoints at the Russian Federation state border (i.e. by direct flight from India to Russia without the right to a transit stopover in third countries).

All PCR test result certificates provided upon boarding the flight, must contain a QR code.

Before arriving in the territory of the Russian Federation, a foreign citizen must fill out questionnaire of a person arriving in the territory of the Russian Federation, a template of which can be found at the official website of Rospotrebnadzor.

Rates for tourist and business visas:

Business visa is issued to foreign citizens for visiting the Russian Federation for various business purposes (participation in negotiations, conclusion of contracts, purchase and receipt of raw materials and supplies, lectures, medical treatment and consultations, etc).

A business visa can be single entry, double entry (with a maximum validity of 90 days), or multiple entry (with a validity of up to 1 year). The validity of a business visa is determined by the dates of entry and exit specified in the invitation and can not be changed or extended in the Russian Federation.

The total period of a foreign citizen's stay in the Russian Federation with a multiple-entry business visa cannot exceed 90 days during each period of 180 days from the date of the visa. Violation of this rule may result in a ban on entry into the Russian Federation.

Business visa is not issued to family members to accompany a foreign citizen on a trip to the Russian Federation, with the exception of foreign nationals traveling to the Far East or to the Free Port of Vladivostok for business purposes within the framework of investment projects.

To obtain business visas it is necessary to provide:

1. The basis for the issuance of the visa:

An invitation to enter the Russian Federation issued by the authorities of the Ministry of Internal Affairs of the Russian Federation;

Decision of the Ministry of Foreign Affairs of the Russian Federation on issuing a visa;

Written application of the receiving organization on the official letterhead (so-called «direct invitation»), which must contain the following data:

for the invited person - name, surname, date of birth, gender, nationality, number and type of identity document, date and purpose of travel, number of visas, names and dates of birth of minor children accompanying the invited person

for inviting organization - full name of this organization and its legal and actual addresses; name, surname and position of person who signed the application, his telephone number.

2. Foreign passport:

with at least 2 blank pages for visas, valid for 6 months from the date of expiry of the visa ( + high quality copy of the pages containing the photo and address, made on a single A4 sheet)

To submit documents to Mumbai, a cover letter from the applicant's place of employment confirming the business nature of the trip to the Russian Federation (the original with the signature and stamp of an authorized employee of the company) is required.

Tourist visa

Tourist visa is issued to foreign nationals to visit the Russian Federation for tourist purposes. Tourist visa can be single or double entry, valid for up to 30 days. Citizens of India can apply for a multiple tourist visa valid for up to 180 days.

Tourist visa can also be issued for participation in business negotiations, exhibitions and auctions, for medical consultations or medical examination on the territory of Russia.

To obtain tourist visa it is necessary to provide:

1. The basis for the issuance of the visa:

Tourist confirmation – an invitation from a Russian tour operator (scanned copies in good quality are acceptable).

Confirmation of admission of a foreign tourist must be written on an official letterhead of an organization officially engaged in tour operating activities, information about which is entered in the Unified Federal Register of Tour Operators of Russia and contain the following data:

Surname and first name(s) of the foreign citizen in full, in accordance with passport data, as well as date of birth, sex, passport number and citizenship;

Date of entry into the Russian Federation and departure from the Russian Federation;

Length of visa and purpose of travel (tourist);

Itinerary and places of accommodation, list of paid tourist services (transport, accommodation, excursions, etc.);

Name and full address of the host tourist organization, as well as its reference (MBT) number according to the Unified Register of Tourist Organizations;

Signature, position of the authorized employee and seal of the organization, together with the date of the confirmation.

2. Foreign passport:

For single entry tourist visas valid for more than 14 days, a detailed itinerary of the tourist trip is required as an additional document.

To submit documents In Chennai, it is required to attach 2 copies of the confirmation of admission of a foreign tourist.

To submit documents in Mumbai it is necessary to attach a scanned color  copy of the confirmation.

Tourist invitation:

Can be obtained from any company registered in the Unified Federal Register of Tour Operators

It does not take more than 1 hour to issue such an invitation, as it is printed by tour operators on their own letterheads

Invitation consists of two parts:

A tourist voucher indicating that you have purchased a tourist trip to Russia

Confirmation of admission of a tourist is a request to the consulate to issue a visa to a foreign citizen

A such invitations must contain information about the touroperator who issued it (reference number, name, address), information about the tourist (passport data) and his trip to Russia (route, entry and exit dates, the required length of the visa)
